JOURNAL POLICY PACKAGE

- Publication Ethics and Malpractice Policy
(Based on COPE, ICMJE, and international standards)
The editorial office of the Bulletin of the S. Tentishev Asian International University adheres to the highest principles of publication ethics and integrity.
1.1 Responsibilities of Editors
Editors must:
- Ensure fair, unbiased, and timely editorial decisions.
- Evaluate manuscripts based solely on scientific merit, originality, and relevance.
- Maintain confidentiality of submitted materials.
- Exclude manuscripts where conflict of interest exists.
- Oversee corrections, errata, expressions of concern, and retractions according to COPE flowcharts.
1.2 Responsibilities of Reviewers
Reviewers must:
- Provide objective, constructive, and professional evaluation.
- Maintain confidentiality of manuscripts.
- Identify signs of plagiarism, falsification, or ethical violations.
- Declare conflicts of interest and decline inappropriate reviews.
1.3 Responsibilities of Authors
Authors must:
- Submit original unpublished work.
- Ensure accuracy and reliability of data.
- Cite all sources appropriately according to GOST R 7.0.100–2018.
- Disclose funding, conflicts of interest, and AI usage (if applicable).
- Guarantee authorship according to ICMJE criteria.
- Participate in peer-review responses and revisions.
1.4 Handling of Ethical Violations
Misconduct includes: plagiarism, duplicate publication, falsification, data manipulation, authorship manipulation, undeclared AI use.
Consequences:
- Immediate rejection.
- Notice to author’s institution.
- Retraction if the article was published.
- Ban on future submissions for a defined period.

The Bulletin of the S. Tentishev Asian International University adheres to an open access publishing model and makes all published materials available under the Creative Commons Attribution 4.0 International (CC BY 4.0) license.
This license ensures free, immediate, and permanent access to the full texts of all published articles without financial, legal, or technical barriers.
Under the CC BY 4.0 license, any user is permitted to copy, distribute, reproduce, adapt, transform, and build upon the materials of the journal for any purpose, including commercial use, provided that appropriate credit is given to the author(s), the journal is cited as the source of publication, and an active link to the original article (DOI) is included.
Authors retain full copyright to their works.
2.1. Editorial Rationale for Choosing the CC BY 4.0 License
The Editorial Board adopted the Creative Commons Attribution 4.0 International (CC BY 4.0) license based on the following considerations:
- Ensuring compliance with international standards for scholarly publishing and recommendations of COPE, DOAJ, Plan S, and leading academic publishing organizations.
- Supporting the principles of Open Science, which promote unrestricted access to the results of scientific research.
- Increasing the visibility, accessibility, and citation potential of articles published in the journal.
- Protecting the rights of authors, who retain ownership of their works and may freely use them in academic, educational, and professional contexts.
- Meeting the requirements of international funding agencies, universities, and research institutions that mandate or prefer CC BY 4.0 for published research outputs.
The Editorial Board believes that the use of the CC BY 4.0 license contributes to the journal’s long-term development and integration into the global academic community.
2.2. Rights and Responsibilities of Authors
Authors who publish in the journal retain exclusive copyright to their works.
Submission and acceptance of an article for publication constitute the author’s agreement to the CC BY 4.0 license; no additional contract is required.
Authors have the right to:
- freely distribute the published article;
- deposit the article in institutional, national, or personal repositories;
- use the article in theses, reports, lectures, books, and academic courses;
- translate or adapt their own materials, provided that the source is cited.
Authors are responsible for:
- correctly citing the original publication in any reproduced or adapted work;
- including the journal’s citation and DOI;
- notifying the editorial office of significant errors discovered after publication.
2.3. Use of Materials by Third Parties
Third parties may use journal materials under the terms of CC BY 4.0, provided they:
- credit the author(s);
- cite the full name of the journal;
- indicate the year of publication;
- include an active DOI link to the original;
- mark any changes, adaptations, or translations made to the work.
Derivative works must not be presented as official or endorsed versions of the article by the journal.

Do I retain copyright to my article?
Yes. Authors retain full copyright.
Can my article be used for commercial purposes?
Yes, as long as proper attribution is provided.
May others translate or adapt my article?
Yes. Adaptations and translations are allowed under CC BY 4.0 with attribution and disclosure of modifications.
Can I post the article on other platforms?
Yes. Authors may upload the final published version anywhere, provided that the journal and DOI are cited.
2.5. Legal Disclaimer
The opinions, interpretations, and conclusions expressed in the articles are solely those of the authors and do not necessarily reflect the views of the Editorial Board or the S. Tentishev Asian International University.
The journal is not responsible for any misinterpretation, misuse, or distortion of published materials by third parties once the article is released under the CC BY 4.0 license.
Derivative works, translations, and adaptations must clearly state that they are not official versions endorsed by the Editorial Board.
2.6. License Statement in Publications
Information about the CC BY 4.0 license must be included:
- on the journal’s website;
- in the PDF version of each article;
- in the article metadata;
- in the author guidelines.
Standard license statement:
“This article is published under the Creative Commons Attribution 4.0 International License (CC BY 4.0).”
- Peer Review Policy (Double-Blind)
All submissions undergo a mandatory double-blind peer review.
Stages of Peer Review
- Initial editorial screening (structure, compliance, originality).
- Double-blind review by two independent experts.
- Decision:
- Accept
- Minor revision
- Major revision
- Reject
- Author revision and repeated review (if necessary).
Average review time: 2–4 weeks.
Reviewer and author identities remain confidential.
- DOI Registration and Display Policy
The journal assigns Crossref DOIs to all published articles.

- Storage on university servers
- Weekly off-site backup

7.1 Manuscript Structure — IMRAD + Tri-lingual Elements
Each article must include:
- UDC code
Placed in the upper-left corner.
- Article Metadata (Three Languages: Kyrgyz, Russian, English)
- TITLE (bold, uppercase, centered)
- Author name(s) (centered, bold)
- Affiliation, position, academic degree
- Abstract (150–250 words) — bold section title
- Keywords (5–7)
Abstract must include:
- Purpose of the study
- Methods
- Key results
- Conclusion & practical significance
- Main Text — IMRAD (one language only)
- Introduction (relevance, goal)
- Materials and Methods

- Discussion
